the XResources extension that keeps track of damage would be easiest.

<jnettlet> the damage is in screen rectangles, so we could do damage area
per second
<jnettlet> that should help us catch poorly written notification applets
that are constantly polling
<jnettlet> theoretically if we patch XResources we can also patch xrestop
and use that as the cli interface for us to use in power manager
