 Testing 11.2.0 build 11 (new chome video driver):

 If you change VT while using the camera, camera transmission stops and the
 light goes out. When returning back to X (where the video is shown on-
 screen), the video feed is either frozen or playing a couple of old frames
 in a loop.

 This also breaks camera usage over a power-button suspend, where a VT
 change is naturally involved in showing the powerd splash screen.

 This is a regression over 11.2.0 build 9, where VT change worked fine.

 Test case:

  * In Sugar terminal run: gst-launch v4l2src ! xvimagesink
  * Observe live video feed.
  * Press ctrl+alt+F2 then ctrl+alt+F1 to return.
  * Live video feed is now frozen.
