Comment:

 I think the problem reported is something else.

 Due to DCON, our display cannot handle anything except 1200x900 .

 We should remove or dramatically constrain the options for
 gnome>system>preferences>monitors. There is one use case that merits use
 of the monitors cpanel: usb2vga adapter present.

 I wonder how we can pass hints to the monitors cpanel.
