 fixed in olpc-os-builder for 11.2.0:

 base.timezone setting (default GMT) allows build-time configuration of
 /etc/localtime

 Hardware clock remains as UTC.

 For future util-linux releases, hwclock will default to UTC time (like
 rtcwake):

 Until that new version comes along, I added a 1-liner to olpc-os-builder
 to include UTC in /etc/adjtime

 but now we face a sugar bug where Sugar assumes UTC unless something has
 told it otherwise via gconf (will fix up another time)
