Yes, a savvy user may not realise that power to USB devices is removed,
but if there are any indicators on the USB device it becomes obvious.
Yes, power management needs to continue when on ''mains power'', since
''mains power'' may be expensive, such as a small solar panel, or a school
generator set. To customise the response while on ''mains power'', change
/etc/powerd/powerd.conf lines config_PLUGGED_TIME_*
Yes, it can sense the 3G modem. Place the USB vendor and product, or the
USB device class, in /etc/powerd/flags/usb-inhibits. See the notes in
powerd.
