Comment:

 I actually think this is by design. Here is the thing: If you have more
 than one language (e.g. language A and B) specified in the CP and some
 strings are not translated in language A, but are translated in language
 B, those will be used.

 If you have US as the first language, the add a new language option is not
 displayed, since all the strings are there in US - so having a second
 language is of no benefit. If the first language is non-US you will have
 the option (just verified).

 I will close that one - feel free to reopen if you think differently about
 it.
