 I made this happen by resuming a XO suspended by inserting its battery
 like I forgot to do while it was running runin.  Personally I think this
 is an unlikely source of the issue, so any manner of waking an XO out of
 suspend via the EC (such as pressing the power button) likely is a
 potential reproducer.

 I wonder if the 5ms delay you are seeing is related to the kernel output
 being routed out the serial port.
