 the conditions causing this failure seem to be racy.  i couldn't reproduce
 it until i switched to a different XO (both 1.5 machines).  not sure what
 the difference was, but it's now clear that the failure occurs if prefdm
 is started after olpc-kbdshim-udev.  if prefdm starts first, everything
 works.

 still investigating.
