 This happens with whatever version of Browse is shipping with OS15.

 The original Summary included "if you touch the title/URL area".  That's
 not necessary.  You can't type in the search boxes even if you don't touch
 it.

 As a partial work around, if you want to search the world, you can type
 google.com in the URL area.  You can type into google's search box.
