 Oh I see.  In that case I guess the only action that could be taken would
 be to write something about the limitations of using PDF files into
 whatever documentation is used to introduce the sample library (if there
 is any).  Whoever generates the local content ought to be told that HTML
 would be better than PDF for accessibility because it (usually) reflows
 more easily when zoomed; is there any place that can be used to tell them
 this?
