 Waking this up in light of feedback from the field.

 I read the "zero sum game" comment to mean that collaboration is broken
 when aggressive suspend is on

  * ad-hoc + salut
  * infra + salut
  * infra + gabble

 Is this correct?

 I assume that something in the Sugar / Tubes / Telepathy stack *knows*
 that we are in a collaboration session. Can some component of that stack
 block suspend when we are in that mode?

 That means that we're in aggressive power-saving mode when no collab
 sessions are open.
