 1. Create runrd with --no-kernel as we don't have any drivers. This will
 exclude modprobe and friends and save space.
  2. Create early-running dracut module that replaces dracut-used shell
 utilities with busybox. And send upstream.
  3. Fedora currently only ships static linked busybox. File a bug report
 so that they ship a dynamic one, so that it shared glibc with udev.
