 It would be excellent to make good use of the available VIA hardware and
 use HW-accel rotation (for better perf and lower power usage). Screen
 rotation is key for our ebook scenarios.

 This follows on #9350 where rotation is initially being enabled via
 (somewhat buggy) SWRandR.
