#10496: Cannot easily get from one section to another in Baen epub book

 The inverse situation of #10495.

In the "Pandora's Legions" epub book from the Baen Free Library, I cannot
scroll or use the "<" or ">" buttons in the Read menu to move between
sections of the document. I have to use the drop down menu to select the
 next section.

If I enter in a page number in another section to jump to that, I get
directed to the page which starts that section instead of that exact page.

The result of the above is a major usability issue, especially for epub
books where a new section starts every few pages. This also makes it hard
to read an epub book while an XO is positioned in eReader mode.

In "A Tale of Two Cities" as well as the "The Adventures of Huckleberry
Finn" epub books from Project Gutenberg, there are no such restrictions,
but then the drop down menu doesn't work.

 Tested in 10.1.3 os355.
