#10492: idle sleep/suspend fails when booting from external devices

Idle sleep/suspend works OK when the /boot/olpc.fth folder and F14/os3
resides in the NAND, regardless of connected devices (SDcard/USBs) at boot
 time.[[BR]]
However, when an appropriate (eg [1], [2]) /boot/olpc.fth resides in a
 USB/SDcard and os3 in the NAND, idle sleep/suspend fails.[[BR]]
/var/log/powerd.trace shows all the time "touchfile busy" and /var/run
 /powerd-inhibit-suspend/.fake_activity is present. Manually removing
 .fake_activity does not change behavior[[BR]]
Occasionally, after prolonged use or suspend (>1h), idle sleep/suspend
 works as expected. [[BR]]
Suspend by power button or lid closure works as expected in all
 cases.[[BR]]
Any suggestions on diagnosing are welcome.[[BR]][[BR]]
 Test case:[[BR]]
Place olpc.fth from [1] in /boot in a USB stick and boot with the "O" game
 key pressed.[[BR]]
