 suggests that telepathy must be manually restarted in order to enable
 debugging.  I suspect this is a change after Sugar 0.84, but I could not
 find it mentioned in the release notes.
 http://wiki.sugarlabs.org/go/BugSquad/Telepathy_Debugging the
 documentation on debugging doesn't mention the restart requirement.
 http://bugs.sugarlabs.org/ticket/2366 may relate.
