 progress:  proving that the law of unintended consequences is still in
 full effect, i believe that the fixes for #9779, which caused us to quit
 talking to the keyboard during resume, also caused the EC to no longer get
 put into its "RUNNING" state.  (transition to RUNNING is a side-effect of
 some wakeup causing events.)

 now to find a way to force the EC into RUNNING some other way.  (we'd
 rather not do a new firmware right now.)
