 The Sugar system-wide/window manager UI frame does not retract as expected
 when pasting items from the frame in 10.1.3 os313.  Erikos has confirmed
 this as well.

 Reproduction:
  1. Take a screenshot.
  2. In the journal, use the secondary menu to copy the screenshot into the
 frame.
  3. Start Write.
  4. Quickly drag the copied picture from Sugar's frame into Write's text
 area and release the mouse button to place it -- or --
  5. Slowly drag the copied picture from Sugar's frame into Write's text
 area and release the mouse button to place it.

 For step 4, the Sugar frame never disappears for a long time or is hard to
 make disappear, even if you change activities or press the frame key.

 For step 5 the frame initially disappears, only to come back after you
 have completed the copy operation by releasing the mouse button.  However
 the frame does seem to then go away on its own.
