#10444: Single user mode on an XO starts dueling shell prompts, keeps others
running

In 10.1.3 os353 (as well as prior builds), running "init S" from a text
console results in two dueling text consoles running on ttyS0. You may
therefore may not see what you are typing, as well as send input to the
wrong one (or a child program started by one of them). The dueling shell
prompts can even be directed to two different directories.
In addition, there is still a text console running on ttyS1, as well as
one on the serial port.
Expected: Single user mode ideally means single user mode and a single
text console launching the shell prompt, although I wouldn't mind if we
left the terminal running on the serial port.
Actual: Two text consoles on the first virtual terminal, and an additional
one on ttyS1 {the serial port one probably should remain}.
