Comment:

 The XO-1 behavior being different than XO-1.5 and undocumented has been
 split off to #10424.

 The new configurable setting works and defaults to not waking on lid open
 until the power button is pressed.

 Verified that both XO-1 and XO-1.5 power down near the critical point for
 their batteries with this powerd release, although it looked like this
 release allowed critical shutdown to happen a percentage point or two of
 capacity above where things had to shut down before.   Exact value testing
 was not done since I lack the ability to instrument/tweak the batteries.
