 normally asking for a freeze or unfreeze sets a flag and schedules work,
 which is performed asynchronously, likely after the invoker has returned.
 forcing a flush_schedule_work() before returning causes the freeze to be
 synchronous.

 the pulsing/flickering seen with the test loop above can be made to
 disappear entirely by exposing and using a synchronous version of the dcon
 freeze operation.  this works regardless of the resumeline setting
 mentioned in comment 4.

 making the unfreeze synchronous does not have an effect.
