 Based on a discussion wmb and I had today, he will implement this as
 follows:

 1. The OFW banner will report the physical size of the internal SD device.
 2. If the partition map on the internal SD device indicates a combined
 partition size greater than physical size of the device, OFW will report a
 fatal error and will not attempt to boot from that device.
 3. If the partition map on the internal SD device indicates a combined
 partition size less than 60% of the physical size of the device, OFW will
 report a non-fatal error and continue with the normal boot sequence.

 Case 2 is clearly an error in SD preparation/imaging.  For Case 3, we
 intend to never ship machines with non-trivial amounts of unpartitioned
 space, so the non-fatal error should never appear in normal practice, but
 would detect an error such as installing a 2GB OS image on a 4GB device.
 Users can certainly remove or modify partitions to cause substantial
 unallocated space, but a non-fatal error message should be unsurprising in
 that case.

 These messages and banner are displayed on when prettyboot is disabled.
