Comment:

 Reviewed.  Still a risk.

 Forcing an ''fsck'' costs an extra 50 seconds during boot on os123.
 Method: ''rsync -av Activities tmp'', wait for it to get to about the Help
 activity, then rapidly remove all power.  The ''fsck'' completes normally,
 but this ticket is to also address the risk that an ''fsck'' may stall at
 a prompt.
