 The canvas scroll drag does not respond; the canvas is not scrolled.

 This appears to be an XO-1.5 specific problem.

 Reproducer: start Colors!, paint in the top right corner, zoom until fully
 zoomed, center image, then press and hold the hand key, then press the
 left touchpad button and move a finger across the touchpad.

 Expected result: image will scroll (pan) to follow touchpad movements.
 Occurs on XO-1, os802b5, Colors-13.

 Actual result: image does not scroll.  Occurs on XO-1.5, os116, Colors-15.
