 There are two parts to this tangle.

 First, a packet won't wake it up.  I use ping as a test case.

 Second, if you wake it up from the keyboard, it resets the whole
 networking stuff.  That takes close to a minute.  (and part way through
 that, it goes back to suspend unless you keep poking the keyboard/cursor)
