Tested on os116, the same symptom occurs, but less often. The arriving
packets usually wake the laptop. But not always.
Dramatically lowering the data rate (by using /dev/random instead of
/dev/zero as the input) reduces the frequency of the symptom, but it still
occurs occasionally. What seems to trigger it then is the arrival of a
packet at about the same time the idle suspend begins.
Using ssh to desktop and then running top(1) with varying delay values
gave inconsistent results, as if idle suspend was defeated at high update
rates:

Both laptops used in the test were C1 with os116, and could easily be
