 I traced the problem into the USB stack.  An attempt to write the
 directory block resulted in wrong data being placed on the device.
 Instead of the directory information in sector 0 of the root directory,
 sector 0 instead contained the "USBC" pseudo-SCSI command wrapper that is
 part of the USB mass storage protocol, while sector 1 (which should have
 been all 0) contained the directory entry.

 I restored one of the sticks to "pristine" condition - by making sure all
 the blocks contained the same data as a brand-new, never-been-written
 stick - but the problem went away.  I'm beginning to wonder if this could
 be related to an earlier problem with USB timeouts.
