 repo sugar, branch sucrose-0.84, src/jarabe/model/network.py, function
 get_settings(), the file is loaded into memory once.  This implies that
 manual changes to connections.cfg require a Sugar restart, before any
 other actions that might cause Sugar to rewrite the file.
