 Thanks for finding a trigger case.  There is one C2 at 1CC with similar
 symptoms.  Debugging it, the problem is in the power sequencing logic in
 the VX855.  The power supplies are coming up fine, but the VX855 is never
 de-asserting PCIRESET to start
 the boot sequence.

 With a serial dongle plugged in, the C2 at 1CC (SHC005007A2) almost never
 boots, staying in a reboot cycle.   When the dongle is plugged in, there
 is significant leakage (around 0.6V) onto +3.3V.  When the dongle is
 plugged into a "normal" laptop, there is no leakage.

 I don't see significant differences between a working and non-working
 laptop when the dongle isn't plugged in.   Still looking for the root
 cause.
