 On os54 and os205:

 Reproducer (very infrequent):
  * allow laptop to suspend due to idle,
  * wake due to right shift key press on keyboard,

 Symptom:
  * F1, F2, F3 and F4 keys do not respond in Sugar,

 Workaround:
  * press and release the shift key that was used to wake the laptop,

 Analysis:
  * Ctrl-Alt-F1 work fine,
  * press enter to start shell,
  * typing alphabetic keys ... they display in uppercase, as if a shift key
 was down, or a capslock engaged,
  * pressing the left shift key did not clear the uppercase effect,
  * pressing the right shift key cleared the effect.

 It was as if the system thought the right shift key was still down. This
 would be a missing key release event

 Previously noted in #9779.
