 Exactly, that's the whole point of the bug.

 ''Recording time'' is how many seconds that I allowed to elapse between
 pressing the button to begin the recording, and pressing the button again
 to end the recording.  During this time I was watching the second hand of
 an xclock and counting the seconds.

 ''Playback length'' is how many seconds that the playback of the recording
 took, in Record, in Jukebox, in Audacity.  It is also how many seconds
 were reported as length in ogginfo, and the Audacity track view.

 In theory these two values should be about the same, subject to
 measurement error.  That they are significantly different is the issue
 here in this bug.
