 final resolution of this is as described here:

 the F-keys will all be double mapped to their unmodified values, making
 them all available as Fkeys whether Fn is pressed or not, _except_ that
 the unmodified brightness and volume keys will be dedicated to that
 purpose only.  F9-F12 will only be available via the Fn key.
