 Yes, 100% CPU state due X process is happening at the same time that chvt
 hangs.

 Using initctl doesn't reproduce the symptom chain.  I suspect that the
 single user shell might be contributing ... the block cursor position in
 that VT occasionally relates to the block cursor position overlaying the X
 root window at time of hang.

 "telinit 1" was for several purposes, including stopping Network Manager
 and X, yes.  I don't recall the context of the original discovery and I'm
 hoping it isn't relevant.

 New data: in the hard hang state, there is no response to keyboard or
 serial port originated SysRq despite it being enabled and tested
 beforehand.
