 so this 100% cpu state is happening at the same time that chvt hangs?
 i.e., the same circumstances?

 could you try reproducing with this instead:
 {{{
 initctl stop prefdm
 initctl start prefdm
 }}}

 that's a somewhat more controlled way of stopping and starting X than
 taking the system to single user and back.  (i assume the original
 "telinit 1" was just to stop X, right?)
