 when this happens (and it doesn't always seem to -- i think the battery
 level may have to decrement at least once before i see this?) the driver
 briefly reports battery status "Not Charging" before the charger starts,
 and then switches to "Charging".  the UI is incorrectly interpreting the
 "not charging" state as indicating a full battery.

 however, no  matter what the UI displays for that state, the bigger issue
 is that it doesn't get corrected immediately.  either we don't generate a
 SCI event when the charger status changes (i don't remember), or it's not
 being watched.
