 Definitely happens on straight 802. But there is another source of
 incomplete shutdowns #7531 -- also a race, just a different one it seems.

 #7531 is quite random (and now fixed), this one is pretty deterministic.
 The case is narrow, however, so this isn't a blocker.

 Would be a good idea to test for this on XO-1.5 if you have one (my 1.5
 hardware is an unreliable B2, not representative of anything
 unfortunately)...
