Comment:

 I've just tried to reproduce this on os102.  I've opened a sugar
 screenshot image in Browse; large enough to require scroll bars to be
 displayed.

 The four game keys on the right hand side of the screen do only vertical
 scrolling, and this is the expected result.

 The four arrow keys on the left of the screen work fine; moving the image
 in the ''reverse'' direction of the arrow key, and this is the expected
 result.

 The scroll bars can be made more effective by using the View tab to shrink
 or enlarge the image.  It is easy to move keyboard focus out of the
 content window into the menu bar area, and this stops the keys from
 working normally until focus is returned to the content window using tab.
