Comment:

 Tested on os102, could not reproduce symptom.

 Please describe symptom in more exact steps.

 This is the procedure I used which did not show any problem:
  * in ''My Settings'' -> ''Language'' changed language from ''English
 (USA)'' to ''Spanish (Spain)'',
  * restarted,
  * tested Scratch activity displayed spanish text,
  * changed language to ''Ingles (USA)'',
  * restarted,
  * tested Scratch activity displayed english text.
