I deliberately disabled my internet connection on an XO-1.5 running os102
-- then installed Speak-12 (which is listed as working on sugar version
0.84). When I tried to launch Speak-12, it attempted to contact the
sugarlabs site -- and abnormally terminated the activity session (i.e.,
failed to initialize) because it could not get a connection. [This same
failure on first launch (if there is no internet connection) occurs also
if instead I try the latest Cartoonbuilder Activity from SugarLabs.]
If there exists a connection to the internet at the time when one of these
"new type" activities is first launched, that Activity eventually does
launch correctly -- and continues to launch thereafter, even if the
internet has again been disconnected.

This is not a problem that needs to be addressed now. I opened this
ticket to DOCUMENT the existence of this situation.
However, thought ought to be given to: "What if users install Activities
(e.g., from an USB stick) while at a location where there is no connection
to the internet? Is it acceptable for such newly installed Activities to
fail to run *because* there is no internet connection?"
