 ohmd actually started out as having separate behavior for different power
 states; we moved to the same behavior for both after Richard pointed out
 that the presence of an AC adapter doesn't tell us anything about the cost
 or the quantity of electricity behind it.

 I like the idea of wrapping some commands in inhibits, but it would
 obviously be better to have decide whether to inhibit based on whether any
 app is using a lot of bandwidth or CPU.
