Comment:

 this was either fixed, or made worse (your choice) by #9542, which
 disabled the kernel's ACPI battery driver in favor of the OLPC driver.

 i'm closing for now.  powertop works in that it counts interrupts, and
 does C-state accounting, but it can't report power usage estimates.
