 Hmm, yes.

 The design assumption that a passphrase can be kept and reused is
 inherently risky ... we have no idea if it will work again.

 Networks are not uniquely identified by their ESSID either.  But we have
 to use some way to identify them if we need to save and re-use
 passphrases.
