 a lid close suspend is possible with shutdown in progress, resulting in
 laptop remaining in suspend, completing the shutdown when next opened.

 alternate behaviour desired by this ticket; if a shutdown is in progress,
 defer the suspend for enough time to allow a normal shutdown to complete.
