 Yes, random perceptible time lapse is caused by the occasional stalls
 during synchronous write of debug logs, and is covered by #9924.  Log
 events are generated by clicking on Terminal in the activity ring, so the
 #9924 symptom should eventually appear at the right time, given enough
 attempts, to be able to generate the symptom of #10016.

 Thanks for the attempt to reproduce, it confirms my understanding of the
 frequency of this symptom.  Note from my later replies that I was able to
 reproduce it enough to capture screenshots and process states.
