Comment:

 When I stop Network Manager prior to manually controlling the network
 devices, an "iwlist eth0 scan" also returns that error, and the fix is to
 "ifconfig eth0 up" first.

 I wonder if what you saw was dbus message loss.

 Do you have any logs?
