 currently i think ohmd sets "ethtool -u" only, i.e., wake-on-unicast.  if
 "ethtool -a" does the right thing, i.e. wakes only on arps that are
 searching for us (as opposed to just any arp), then i think we should add
 it, since otherwise the presence wake-on-unicast becomes moot after the
 senders arp cache times out.
