Comment:

 I'm guessing that when the new string was added, no one bothered to update
 the POT file, so it won't be available for translation.

 Even if the POT file has been updated in git, it is necessary to update
 Pootle templates from the VCS and then update each language/project from
 the templates before the localizer will see the string waiting for
 translation.
