 Repro

  * Boot to GNOME
  * Open System - Preferences - Startup Application Preferences
  * Delete or break the settings -
  * Reboot

 Result

  * No nm-applet, battery monitor, etc - no way to request/reenable them
  * Other aspects are probably broken as well -- alternate keyboard inputs
 for example
