 olpc-os-builder previously made a few changes to upstart configs:

  * limit prefdm respawn to 3 instead of 10
  * ensure dcon is unfrozen when prefdm fails to launch
  * change mingetty launch to not require username
  * put X on vt3, and only have vt1 + vt2 as consoles

 this all needs porting to systemd
