 I tried installing Uniwiki from http://wiki.laptop.org/go/Collections on
 10.1.2 , and it silently failed.  shell.log had
 "/home/olpc/.sugar/default/data/[UUID].xol does not specify if it is
 localized."

 Indeed, the .xol's library/library.info file is missing a l10n line.  It's
 also full of "???" strings.
